Education: B.A. Political Science- UMass Amherst, 2006; Masters in Public Affairs- UMass Boston 2011, and currently completing his J.D. – Suffolk University Law School, May 2015.

Pavel’s father and mother migrated to the United States more than 20 years ago with the prospects of providing their family with better opportunities.
Both of his parents became public school teachers and through their rearing instilled in him the value of hard-work, education, and the significance of serving others.
Educated in the pubic school systems, Pavel received his B.A. from UMass Amherst, a Masters Degree in Public Affairs from UMass Boston and is currently completing his Law degree at Suffolk University Law School.
Thereafter he has dedicated his career to serving the public, taking on roles such as a social worker for the Department of Transitional Assistance, to serving on local and national campaigns and initiatives for Governor Deval Patrick, Congresswoman Niki Tsongas, and President Barack Obama. As an activists for the democratic party he has severed as Outreach Director for the Massachusetts Democratic Party (MDP) and Co-Chair of the MDP’s Youth Committee.
In 2011, Pavel joined the Lawrence School Committee out of a sincere concern with the future of our public school system. Since taking office, Pavel has assured that all of his decisions and his advocacy efforts have been in the best interest of the students the public school system serves.
As the next State Senator, he will work towards developing legislation that fosters growth for small business owners and increases their accessibility to capital. Develop initiatives that foster innovation and job development across district lines. Ensure women are paid an equal wage for their equal work.
In addition he will continue advocating on improving public education, because he unwaveringly believes everyone should be warranted an affordable, quality education. And is dedicated towards making this a reality. He hopes to bring about legislation that addresses the rising cost of public higher education and improving and expanding our Science, Technology, Engineering, and Math education.
“The opportunity to serve in the legislature has been a goal of mine ever since I was a student at UMass Amherst. I would consider it a great honor to continue the legacy of service to the Merrimack Valley that Senator Finegold and Senator Tucker before him have achieved. I am prepared to serve and I know I can be an effective advocate for the needs of our Senate District. Our district encompasses one of the most diverse constituencies in the state and has a wide range of different needs. I have enjoyed speaking to distinct residents throughout all four communities and am hoping that they entrust me with their vote on September 9th.

He is also the co-founder and founding President of the Greater Lawrence Young Professionals Network, an organization that seeks to attract, retain and engage young professional in the Merrimack Valley area. On June 9, 2014 at the annual celebration of Nonprofit Awareness Day, the Massachusetts Nonprofit Network awarded Pavel Payano, Democratic Candidate for State Senate & Founding President of the Greater Lawrence Young Professionals Network, with the Young Non-profit Professional Excellence Award.
