Tewksbury Cable Television Advisory Committee

Members:                                 3-5

Appointed By:                           The Tewksbury Board of Selectmen

Length of Term:                        1 year or when work is completed whichever is sooner.

Appointments Made:                  June 30

Committee Structure:                 Chairman, Vice-Chairman and Clerk as determined by the Committee

Meeting Time:                           As determined by the Committee and must be posted in accordance with the Open Meeting Law.

Description:  

The purpose of the Cable Television Advisory Committee is to provide advice and assistance to the Board of Selectmen in developing a Public, Educational and Governmental Access Cable Television Operation and Programming.  Currently the Town does not have a Local Access provider and the Committee is charged with developing an operation plan for implementation in Fiscal Year 2017 which starts July 1, 2016.

Cable Television Advisory Committee Tasks:

The Committee should review and be familiar with the broad terms of the cable licensing agreement between the Board of Selectmen and the franchisee;

Evaluate current performance of the PEG (public, educational, and governmental) programming; 

Research how other Communities operate and meet with their local access programing providers;    

To receive and evaluate citizen suggestions concerning local cable access service;

Make a recommendation to the Board of Selectmen regarding the future structure and operation for community access television services;

The Cable Television Advisory Committee is responsible for conducting its activities in compliance with all relevant State and local laws and regulations, including but not limited to, the Open Meeting Law, the Public Records Law and the Conflict of Interest Law.

The Committee cannot sign or bind the Town to any contracts.  Contracts must be presented to the Town Manager for prior approval and signature.   All contracts and services for events must follow proper procurement and bidding procedures regardless of the funding source.

There is no funding allocated for this Committee.  Any funds will need Board of Selectmen., Town Manager or Town Meeting approval.

Criteria for Membership:

  • Three (3) – Five (5) residents appointed by the Board of Selectmen.
  • All members must be properly sworn in by the Town Clerk.
  • All members must comply with the State Conflict of Interest Law.
  • As Representatives of the Town members must have the ability to work well with others.

The Tewksbury Board of Selectmen by vote at a public meeting may from time to time make changes to this document or disband the Committee as deemed in the Town’s best interest:
