A Lowell man, working at a local auto repair business, has been arrested and charged with taking secret "upskirt" photos of female customers.

Todd F. Mitchell Jr., 26, of 118 Lafayette Street in Lowell, was arraigned in Lowell District Court on Tuessay, charged with Secret Sexual Surveillance.

According to Chief Timothy Sheehan, members of the Tewksbury Police Department responded to the Sooner Lube at 734 Main St. on Aug. 1  for a report of a male employee who had secretly recorded/photographed a female customer underneath her dress (also known as “upskirting”).

After an investigation conducted by uniformed officers and Tewksbury detectives, the employee was identified as Mitchell.

"The investigation revealed that Mitchell was in the “Pit” area of the garage underneath the vehicle where they change the motor vehicle fluids," said Sheehan. "When the female victim was called into the garage to go over what work was done to her vehicle, she noticed Mitchell pointing a cell phone from underneath the “Pit” where she was standing."

At the conclusion of their investigation, Mitchell was placed under arrest.

Mitchell was held without bail at Tewksbury P.D. and was arraigned Tuesday.
